To get the Shark Anchor Blox Fruits legendary sword, you have to do visit the Shark Hunter NPC in the Tiki Outpost. He can craft the Monster Magnet for you, but first, you need to craft the other two items: the Shark Tooth Necklace and the Terror Jaw. Those items require Shark Teeth (acquired from Sharks), Fool’s Gold (from raiding ships), Terror Eyes and Mutant Teeth (from the Terror Shark Boss). The Monster Magnet also requires these items, plus Electric Wings (from the flying electric piranhas that follow your ship). Once you have the Monster Magnet, sail to a sea with a danger level between 3 and 6, then find and kill a Terror Shark with the Shark Anchor attached to it.
